"This comment is for anyone interested, particularly Ms. Rainelle Harrell. Hartford Areas Rally Together, in collaboration with the Making Connections Hartford initiative of the Annie E. Casey Foundation, does provide a program for parents in order to teach fun, easy ways that they can develop early literacy skills in their children ages 0-5. The program is called "Walkers and Talkers for School Readiness," and focuses on how reading, singing and playing with your 0-5 aged children is proven to aid in their early literacy development. "The solution should never be to increase property taxes, which are already too high in impoverished cities like New Haven and Bridgeport. I agree with Rainelle that parents need to be educated and information should be available in a centralized website and through community outreach. "

"I am responding to last nights town meeting and some of the statements that were made in refference to the quality of early intervention programs and were the tax dollars should come from. it is my belef that the tax dollars should come from an increase in tabacco tax and property taxes. i am a proud parent of three children ages 16, 12, and 2. My children and I are graduates of the head start program. My children have utilized the skills that they obtained in headstart throughout their middleschool and highschool years. If an increase in taxes would help to sponser my children's education, my check book is out. " Education is the key to success for the fuure belongs to those who prepare for it today". Lets do our part not just for lower and middle class but for all. "

"I am very disappointed that I was put on hold and then told that my comment was not being discussed. I had heard Dr. Zigler say that we should be providing education for children from birth. I simply wanted to ask why we do not provide teaching and behavioral aids for parents. The parents are the greatest influence on children than anyone. Why can't we provide paperwork, computer websites, or perhaps 800 numbers for the parents that can benefit the children? We could pass out paperwork and information when the parent is in the hospital.When children are in Pre-school and later in school we could gradually pass out paperwork to aid the parents. Children get paperwork passed out to them for parents all the time. I know this because I am a parent and I also work in the school system. Couldn't we use the universities and colleges to provide porgrams and volunteers to get something like this started at a low cost? Why aren't businesses being asked to contribute their time and money? Do not tell me that you are not talking about this now. Give me a real answer. Are you really looking for true solutions? "A question for the governor's senior aid: I live in Granby, CT and our family is considered middle class. Because my son has been home with me, I believe he will NEED preschool education to get him ready to learn by kindergarten. Without it, I do not think he will be prepared socially to enter the classroom, where there may be lots of children who were raised in daycare, and be able to focus on learning what the teachers present. 1. My 3-yr old is currently wait-listed at 2 preschools (the first issue). It seems there are not enough preschools out there- they fill up within minutes or a few days of opening registration. This problem NEEDS attention. 2. These preschools that he is wait-listed at do not even meet my expectations for a preschool environment. They are housed in drafty old churches as tenants- they are not the bright, colorful and stimulating environments that I imagine nor do I believe they address all of the issues that I would like to see a preschool work on with children. What can you do about setting a minimum level of educational standards and goals to be accomplished within the preschool years? AND, what can be done about partially subsidizing preschools so they will have more funding? Another idea- are there tax breaks on federal & state level for family's dollars spent on preschool? We moved here partially because this area's education program was considered to be good quality. What plans are there to be sure that ALL children (not just the poor) arrive in kindergarten ready to learn? Universal preschool is necessary- we need to accept that this is a new world we live in. "

"I would like to share my fear as an early childhood educator in regards to universal preschool...In whose hands would the responsibility fall to ensure that these programs are high quality? Public schools with their own "accountability" and pushed down curriculum have not particularly proven to be in the best interest of the youngest children. A statewide "universal preschool" could easily mislead parents into assuming these are automatically high quality programs. "

"I think this problem calls for a top down approach. That is to push for political action for the United States to sign what long has been over due the “Consolidation Act on Social Services. The Consolidation Act on Social Services in Part 4 under Objects #8 paragraph (2) “In consultation with parents the day-care facilities shall take care of children and support the individual child in the acquisition and development of social and general skills with a view to stimulating the all-round development and confidence of each individual child, hereby contributing towards a good and safe childhood” (“Consolidation Act on Social Services”). It is of importance to note that the United States is one of two countries in the UN that has not signed the Consolidation Act on Social Services. I would like to hear the responses of the panel on this idea. "

"Early childcare is, as one of your panelist stated, not an expense but an investment in the long-term viability of The State of Connecticut. There are immense social and economic benefits from such an investment. In the right environment, all children can learn. I commend the Govenor's desire to invest and have this State be a leader for the nation, as a whole. "
